Pre-Employment Screening Program

We are enrolled with the Federal Motor Carrier Safety Administration as an Industry Service Provider to access commercial drivers’ safety records. We provide the exact report as pulled from the FMCSA. The report contains a driver’s most recent five years of crash data and the most recent three years of roadside inspection data. Additional information provided on the PSP report may include the motor carrier for which the driver was operating for at the time of the crash or inspection, the location and date that a crash or inspection occurred, injuries, fatalities, and towaways, and if the vehicle was placed out of service.

Safety Verification Checks

A Safety Verification Check will provide details about a driver’s safety performance history. Candidates will have the opportunity to disclose all previous CDL employment history during the application process and sign a consent form. Our Investigators will contact previous employers and send a convenient fillable form for employers to complete and sign. Information verified will include:

FMCSA Queries

Evolution Consulting LLC, is a Service Agent with the Federal Motor Carrier Safety Administration, acting on behalf of our clients. We can pull limited and full queries from the FMCSA to determine if a current or prospective driver had tested positive for drugs or alcohol in violation of FMCSA’s drug and alcohol testing program. Drivers will need to sign an electronic written disclosure, which will be provided through a secure URL. If driver’s refuse to sign consent, we will contact our client immediately as this will result in a non-hire.

Motor Vehicle Records

This service includes validation of license, status, and expiration date. Accidents and violations on record are also provided. This check is done through state of license issuance and usually includes three to five years of history depending on state. This service can be set up at the time of hire or on a scheduled basis to check the driver’s license record at regular intervals. According to DOT regulations, this service must also be performed once a year for all active drivers. EVOCON has many tools to process records annually for our clients.

Drug and Alcohol Testing

We support required testing for CDL drivers by using the required DOT 5-panel urine drug test (THC, opiates, PCP, cocaine, and amphetamines). Results are securely provided only to the Designated Employer Representative (DER) to ensure full compliance and proper handling.

Types of Tests

Pre-Employment

All potential employees will be required to complete a pre-employment drug test. Drivers will be scheduled at clinics closest to their home location. All clinics are trained in proper DOT collection procedures and will use our COC’s and lab kits.
Return to Duty

An employee who has a positive drug test must submit to and test negative on a Return to Duty test before returning to work. An employee who has alcohol breath test of .04 or greater must submit to and test 0.00% BAC before returning to work. EVOCON helps manage this process with the employer and a Substance Abuse Professional.
Reasonable Suspicion

An employee will be tested for drugs or alcohol when the employee’s conduct gives you reasonable suspicion of alcohol or drug use. The employee’s behavior must be witnessed by a supervisor or company official (two if possible) trained in the detection of alcohol and drug use. EVOCON offers Reasonable Suspicion Training annually to all Supervisors, HR, and DER. Contact us for pricing details.
Random

All employees must be selected using a scientifically valid selection method. EVOCON uses the FMCSA required testing percentages (subject to change by FMCSA): 50% of drivers will be tested for drugs and 10% for alcohol. These tests will be spread out through four quarters of the year. All of your employees have an equal chance in getting drawn in every selection (meaning an employee may be selected for each type of testing more than once annually).
Post Accident

Policy regulations require that an employee involved in a workplace accident must submit to drug and alcohol testing as soon as possible following the accident. EVOCON offers a free 24/7 hotline to report an accident and obtain a collector to meet DOT requirements. Call 607-221-2896 and speak to a live representative. We will ask questions to assess the situation and advise the DER or Supervisor on next steps to test the driver.
Follow-up

An employee who has an alcohol test of .04 or greater or a positive drug test must submit to a minimum of six follow-up tests within the first 12 months following return to duty as prescribed by an evaluating substance abuse professional.

On May 18, 2026 U.S. Transportation Secretary Sean P. Duffy announced that the Federal Motor Carrier Safety Administration (FMCSA) is investing $217 million in U.S. trucking and bus industries. The investments will go towards strengthening supply chains, restoring integrity to the trucking industry by rooting out bad actors, expanding workforce opportunities for Americans, and improving roadway safety for families.
